Housing Mobility and Search Assistance Counselor
JOB DESCRIPTION
The person selected for this position will be required to provide individual and group housing counseling, education and assistance services including tenant/landlord, housing mobility and search assistance for clients participating in the Housing Mobility Counseling and Search Assistance Program. Pay level will be determined by qualifications, experience and skills.
This is a full-time position.
DUTIES AND RESPONSIBILITIES
- Provide counseling, education and support services to households participating in the State Section 8, RAP and T-RAP Programs interested in exploring their housing options through the Housing Mobility and Search Assistance Program.
- Attend briefings conducted by Program Administrator and present information about Mobility Program to participants
- Plan and conduct group Tenant Education workshops
- Conduct individual needs assessments for participating households
- Assist clients conduct housing searches with focus on low-poverty neighborhoods and communities
- Conduct client and landlord outreach for program participation
- Maintain accurate and secure case files and documentation of all services, activities and outcomes
- Collect and maintain data on clients served
- Establish and maintain professional relationships with public and private agencies, housing authorities, community groups, landlords and others
- Conduct follow-up with clients as needed
- Maintain and update as needed, program and organization literature and educational publications
- Negotiate with landlords regarding tenancy of clients, rent and security deposit amounts
- Perform other related services and activities as needed
REQUIREMENTS
- Must have at least 2 years of college or 3 years experience in the housing field
- Must have knowledge of and experience with federal and state housing subsidy programs and populations they serve
- Must have knowledge of housing mobility and the purpose of mobility programs
- Must have knowledge of State and Federal Fair Housing Laws and enforcement procedures
- Must have knowledge of service area and community resources needed to locate housing for program participants
- Must have experience in conducting housing searches
- Must have at least 2 years experience in providing individual and group counseling
- Must have knowledge of community resources to address financial, legal and housing needs of clients, as required, i.e. fuel assistance, financial counseling, security deposits, understanding legal rights and responsibilities as tenant, fair housing.
- Must have computer skills and familiarity with Microsoft Office including Excel, Word and Access
- Must be flexible and able to perform various tasks quickly and efficiently
- Must have strong organizational and communication skills
- Bi-lingual/bi-cultural (English/Spanish) preferred
- Will be required to travel extensively throughout designated service area
- Must have daily use of a reliable vehicle, properly registered and insured
- Some evening/weekend hours will be necessary and required
